The key work of civil affairs was carried out steadily in this year's third quarter, according to the fourth-quarter press conference held by the Ministry of Civil Affairs, on October 24. The guardianship, care and protection of 6.97 million left-behind children in rural areas whose parents work outside of their hometowns has been implemented or carried out more effectively.

Strengthening and improving the protection and care of rural left-behind children and children faced with difficulties in life has been one of the ministry's priorities. The ministry, together with 11 agencies and organizations, issued a guideline to strengthen protection and support of de facto orphans this June. The guideline strongly promotes joint guardianship and security of left-behind and disadvantaged children to ensure they are cared for and able to grow up safe and sound.  

According to the guideline, de facto orphans whose parents have severe disabilities or illness, or are serving prison sentences or are under detention, are included in the security system.

According to the conference, in the first nine months of this year, more than 27 billion yuan (US $3.82 billion) was spent as relief fund.

In the next quarter, the ministry will urge and guide local authorities to formulate and improve policies on the protection of de facto orphans and to encourage social forces to take part in protecting and caring for left-behind and disadvantaged children in a more orderly way.
